Translate the plugin

I want to translate the plugin in Hebrew but I do not have translation files.  I download to .po files from the wordpress area for transition, translate some of the text and upload it. but it did not work.

I tried to use loco translation but it did not work also

How I translate the plugin?

From where I getting the files?

where to put the files?

It do not said where to put the files. do I must have 100% translate for it to work?

I translate it for myself, I do not know how to send it to the wordpress translation.

The core base plugin , the free store plugin, all translations are done via the WordPress translation team. We do not do them

We only add the po / mo files for the add-ons.
