Scrolling of divs not helpfull

Hai,
Sorry but I have an issue with the scrolling of the windows as introduced with the new 4.6.3 version.
I’m running a test development site with a lot of add-ons and locations.
Most items cause the windows to overflow introducing the scroll bars on the right and bottom.
However, because of the large number of items, some scroll bars disappear and are only visible when other bars are scrolled. See the attachments.
Hope you can fix this to be more useful?
